Marcel Cardona no longer considered a member of UDP...

In a letter leaked out of the United Democratic Party (UDP) office, Honorable Marcel Cardona is being chastised and effectively expelled from the UDP. Click on image below to view image larger.
Honorable Cardona declined comment, simply stating that he needed to review the letter with his legal advisor before commenting on the issue.

ROVING CAREGIVERS IN ACTION

Press Release – Ministry of Human Development and Social Transformation – March 15, 2011 – Serious and violent crime remains a major concern in Belize City. Recent research conducted by Dr. Herbert Gayle and Nelma Mortis on behalf of the Government of Belize, could hold the key to combating this growing trend. Diana Pook, coordinator of the Belizean Roving Caregivers Programme (RCP) in an interview at the annual coordinators’ meeting at the Savannah Hotel in Barbados, outlined the progress based on the research to date.

“The new research that has been done (“Male Social Participation and Violence in Urban Belize: An Examination of Their Experience with Goals, Guns, Gangs, Gender, God, and Governance”), concerning the levels of violence in Belize City and the recommendations that have been outlined, have shown the pressing need for early childhood development programmes, such as the Roving Caregivers Programme.”

Ms. Pook further stated, “The government has started to look at early childhood development and parenting as two of the important things that can help combat the spread of crime within Belize City. More focus is being given to that at the moment and for 2011 we plan to expand our geographical reach, which is really positive because it means that we get more support for a programme that can really address some of the problems that we currently face with criminality.”

As 60 percent of the Belizean population is under the age of 29, crime is rapidly becoming a youth problem. In 2010 half the murder victims were 30 and under, who in turn were also the most frequent victims of gun violence.

Government’s Support

Suggesting that parenting initiatives such as Roving Caregivers Programme (RCP) can directly address these issues Ms. Pook said, “Dr. Herbert Gayle’s report that we just received last year shows the level of different things that Belizeans are taking action on to reduce the crime levels and we don’t want the whole country to be like what Belize City is becoming. We have the full support of our government when it comes to what we are doing so I think that is a plus. We are linking with other ministries who have understood the importance of RCP as well as education and early childhood development. The Ministry of Health is coming together to work with us and I think hopefully in the future, RCP will expand in Belize and become something more than just RCP.”

Impact of the RCP

Findings collated from the 2010 analysis of the Roving Caregivers Programme, highlights the integral role that early childhood development programmes play in providing an in-depth range of emotional, informational and educational support to families with infant and preschool aged children, which can tackle some of the risk factors that can result in negative behaviours, which if left unaddressed can lead to adolescent delinquency. Although the RCP programme has only been running in Belize for the last two years, there is an increasing recognition from the government of the benefits it brings towards tackling the issues of crime and delinquency in a holistic manner.

Noting the positive reception and the tangible results that the programme has offered she said, “It has been very well received in Belize and so far we started in Toledo and what we have noticed, especially with the teachers who are teaching the children, they have told us that these children are the brighter ones in the classroom and they can see which ones have been in RCP in relation to their levels of socialisation. They speak more English in comparison to other children their age who speak more Mayan, and the RCP children are not scared to go to school.”

Ms. Pook further reported that, “The parents of RCP children have also been mentioning that for them they can see the difference and it helps them, the parents, to speak more English at home. The children develop a lot more skills and at a lot faster pace than children who have not entered the programme. There have been benefits to the parents and guardians also, especially with the literacy programme that we started. The parents are starting to read more and before they did not sing or interact with their children, now they are doing it a lot more. They learn different things when it comes to the children’s health, and how to discipline their children so it is having an all round positive effect.”

Statement on Liquefied Petroleum Gas (LPG)

Belmopan, February14th, 2011. The recent revelation surrounding the sale of Liquefied Petroleum Gas (LPG) in the domestic market is underscored by the need for the Bureau to take immediate action to protect the interests and rights of consumers.

As the entity responsible for legal metrology we do not refute these revelations, neither should we be mistakenly viewed as upholding acts of deception that deprive the average Belizean consumer. In an effort to address this issue the Bureau is expeditiously pursing the following:
*In the immediate term the Bureau expects very shortly to pursue measures to provide additional assurance to the consumer as it relates to purchases of LPG in the domestic market.
*In the medium term the Bureau will seek financial support from the Government of Belize to purchase metrology equipment that will assist with monitoring the LPG industry in terms of weights and measures or quantity and quality of LPG mixtures imported.
*In addition the Bureau has been able to secure technical assistance from the PTB (Physikalisch-Technische Bundesanstalt) of Germany through its Technical Cooperation arm for Latin America and the Caribbean. The consultancy which is expected to commence in March 2011 will pursue the following objectives:
*Conduct a thorough analysis/assessment of the status - use and needs of standards and application of metrology as appropriate - of the LPG industry in Belize
*Assess product quality and safety
*Evaluate current storage and distribution methods in Belize
*Evaluate and assess suppliers’ facilities and infrastructure - plant and equipment
*Seek recommendations for the development of standards applicable to this sector
*Provide guidance on minimum level of investment (capital and technical) necessary of the Bureau for conformity assessment. This includes testing, sampling, inspections, certification and accreditation.

The Bureau acknowledges that this is a serious problem and we are addressing the issue in the quickest and shortest time as resources permit. At the same time, the Bureau reminds the general public that the pursuit to protect consumers cannot be shouldered by one single entity but rather requires active participation by the public and coordination among all relevant regulatory agencies.

Government Suspends Normal Relations with Channel 5 and Great Belize Productions

Public Advisory
-Press Release - Government of Belize - Belmopan, 7th December, 2010. The Belizean public is hereby informed that, effective immediately, the Government of Belize is suspending normal relations with Channel 5 and Great Belize Productions.
The reasons for this are as follows:
1. Channel 5, the Ashcroft/Opposition Television Station, under its current owners and management, has wilfully and systematically violated the terms and conditions of its license under the Belize Broadcasting and Television Act which require that a station’s “news programs shall be broadcast in a professional, objective and impartial manner with a clear distinction between news reports on one hand and editorializing and commentaries on the other” (Clause 14), and that, “if in the process of editorializing of programs or otherwise the Licensee expresses any views or comments which may be considered uncomplimentary, detrimental or injurious to the character or interest of any person or body, he or she shall promptly provide such person or body on request a right of reply free of cost.”(Clause 15)
2. Channel 5 is the only local television station that has refused to air the government-produced video program, Belmopan Weekly. This is in clear violation of Clause 19 of the Belize Broadcasting & Television Act, Revised Edition 2000, Amended 2002, Revised Schedule of Terms and Conditions for On Air Television License, which unequivocally states, “The licensee shall provide to the government one hour per week broadcasting time, free of cost, for broadcasting public service messages and programs produced by or channelled through the Ministry of Information. The allocation of such time shall be determined by the Ministry of Information.”
3. The station has over the past two and a half years proceeded down a deliberate path to systematically undermine, not just the government, but the interest of the entire nation and its people. In the process, Channel 5 has wilfully sacrificed the established principles of objectivity, fair-play and balance in its news and other current affair programs.
4. Given the direction the station has taken in its news reporting and other programming, this government sees no value, purpose or justification in attempting to maintain with Channel 5 the kind of relationship it has sought to cultivate and nurture with all local media for the overall benefit and wellbeing of our nation and people.
The government’s suspension of normal relations with Channel 5 and Great Belize Productions means that, effective immediately, no government representative of any ministry or department will give any official individual interview or make any individual appearance on Channel 5.
The government re-iterates its continued policy of seeking an open and respectful relationship with all our local media, and stands ready to resume normal relations with Channel 5 and Great Belize Productions as soon as the station demonstrates a willingness to comply with the law and conform to the established standards and principles of fair and objective journalism and programming, as stipulated in the terms and conditions of its license under the Belize Broadcasting and Television Act.

OCEANA: Offshore Oil Exploration is a Definite "NO" for Belize


Press Release – Oceana – May 11, 2010 - Oceana is opposed to any offshore drilling in Belizean territorial waters and says all it takes is one spill of the magnitude of the Gulf Oil spill for Belize to lose everything. The recently released map prepared February 2010 by the Geology and Petroleum Department has confirmed previous speculation that massive oil exploration concessions have been granted throughout the country of Belize. This map shows that even the territorial waters of Belize has been divided up amongst eight of the seventeen companies which are grantees of these lease.

Oceana is gravely concerned with the concessions already granted in Belize’s territorial waters especially seeing that they include declared reserves and national parks. A decision of this magnitude that can wipe out our tourism and fishing industry, eliminate our marine food security and devastate the viability of coastal communities, should be a transparent process with input from all social partners and the general public. It is therefore necessary for the Government to promptly explain the rational behind the massive parceling of our marine territory including areas encompassing our reef and atolls.
Oceana’s VP for Belize, Audrey Matura-Shepherd stated that “while we wish for our country to develop and progress we cannot do so to the detriment of our long-term survival. The recent spill in the Gulf of Mexico off the coast of Louisiana has shown us that even a rich and highly advanced country like the great USA is not equipped to handle such disaster, and thus this should teach us to proceed with much caution as one accident ten times less can wipe out our entire coastline and send Belize into an economic depression never seen before.”

In addition Oceana calls on the people of Belize to become more informed and involved in this issue since it will not only affect those living along the coast or near inland wells. The people of this country stand to gain very little from any oil exploration since as the recent disclosure of BNE’s operation and agreements have shown the bulk of the wealth from oil extracted does not remain in Belize. Belize as a country has not become any richer; nor any more developed as a result of the ongoing oil extraction taking place since the returns do not measure up to the risk taken. This risk is even more grave in our waters because of the ocean currents and the fragility of the marine eco-system.

Oceana calls on the Government of Belize to place a complete halt on all planned offshore exploration and to revoke all leases presently granted on our territorial waters.
